Rep system - change?

Could we please change the rep system so that i dont get a "you have to spread bla bla" message everytime i wanna rep someone? Its not like i want to rep the same member over and over again but there are like 7 members i cant rep because i get this message.

So, can we reduce the number of people i have to rep before i can rep the same person again to, maybe, 4 or 5?

carmen speaks truth. i don't think we should remove it altogether, just make it so that the rules aren't so strict. no rules at all = rep mania. we all know how that went last time

I think it would be better to change the rep system if possible, for example if everybody were given 10 points to spread to anybody they want/week or a limit of rep points one person can get/week. It would be also better if person with more rep could give away more rep than somebody with negative or low rep status.
