Technology Videography question

I want to take a footage and put it through some kind of filter to make the image vibrate so that (for example) a point of light would appear as a circle or oval.

I would ask ILM to do it for me but I don't have the budget.

How is it that a point of light would appear as a circle by vibrating?

I got this idea while driving.

Play a bass heavy song and look in the rearview mirror while driving at night. The mirror vibrates differently depending on the wavelength of the sound -- car headlights etc would form a circle or oval or even a line.

I would like to recreate this in a video editing software of some kind. I would even settle for frame by frame editing using a photoshop plug-in if one exists.
