Well, you if you guys remember Batman Begins had 4 villains (Ducard, Ra's Al Ghul, Falcone and Scarecrow) and that worked out great. I expect The Penguin to be a side character, kind of like Falcone, Dent to actually be Dent and not Two-Face (save that for the third film) and The Joker as THE main villian.
