Technology Mirc ?

ok, so my computer was worked on and now I can't get Mirc to do anything, before I went to packetnews, clicked the link and it downloaded, now it just keeps saying I need to set it to receive the incoming file, I have added rar and tar files to the accepted list and still nothing, anyone know a quick fix or what I need to change to accept files again, any help would be appreciated
