Yea, the US contributes to a whole lot of pollution and waste but when you're looking at more developed countries, there are more organization doing research and preventing ill effects, you might not find that kind of luxury in other countries.
As far as pills go, the only argument against rubber that I've seen is "condom doesn't feel good" which is not a solid argument in my opinion when you consider the possible side effects the pill may have on you and the environment. Chances of condom breakage is low and it can easily be prevented with proper use.

If you are in a long term relationship and you know that person is clean, by all means, take the pill. I would prefer that option. If not, then you are only using the pill through laziness.

With that knowledge do you think the Gov't is helping the Aids cause with the use of THE pill?

In Canada the pill is not promoted to protect from aids or other diseases. They actually advertise condoms much more than pills. I don't know what kind of prevention techniques they use in the States for STDs and Aids, but here they focus a whole lot more on condoms than the pill.To put this kind of on topic again:

Also I highly doubt they could make pills that control birth and prevent diseases. Why? First because if we are all immune to certain viruses, it will force the viruses to evolve, become stronger and that is the last thing we want. Also it would make all our immune systems so weak which is not good at all because without the pill we would be a very target for every disease out there.
Also cure for diseases should not be used as prevention but as medication if one is affected by the disease.
