The profiles are now geared to be like social networking sites. Add users to your Buddy List to send them a friend request. Friend requests will show up under your Private Message stats in the Welcome Box top right.

You can set your profile to private and also stipulate who can comment and rate you (friends or anyone) by clicking Edit Options in your User CP or clicking this link:
