well it really depends on how you look at it. my favorite out of the 3 you named is obviously Pac, but all 3 have their strong points. Eazy would probably be the weaker of the 3 since he never wrote his own shit, but he had some dope songs too, i mean Gimme Dat Nut is a classic lol.

but i think the best rapper (not rap artist, there's a difference imo) of the rappers who have passed is Big Pun.

2Pac - the best lyricist, real meanings to tracks (apart from when he's going at some1), persona, beliefs & the strength of them, & also he had quite a tite flow too.

Big - The best flow hands down, some good lyrics but didnt do enough storytelling with real meaning for my liking.

Big L - Tite flow and lyrics but cant quite match Pac or biggie on both.

Big Pun - Rediculouse flow but sometimes talked shit just to ryme wordz together which lost the sense of the tracks sometimes.

I could go on but who am i kidding..........2Pac for every reason. Lyrics, passion, meaning, desire, belief in humanity to be better..........so much when you talk about Pac.

In my opinion its Tupac. The others may be technically better than Pac but Pac's story, personality, beliefs, presence on the mic have never been matched by anyone. To me Pac is more than rapper, he's the voice of a generation, his music speaks to people(me) on a level like no one else. Thats what makes Tupac the best, he can make you relate to his music like no one else. So while Biggies may have a better flow, more complex rhyme schemes and may be a better "emcee" I think Tupac is light years ahead in terms of being a musician and an artist.

"Love Pac, n Big, but miss Pun the most" - I think it was Bronze Nazareth who said that. I think many people somehow like him the most.

For me it's 2pac. It's hard to judge who's better rapper when 2pac was always somebody more than just an artist. He helped me grow up so of course I'd say Tupac. For me personally there's no comparison. Even if there are guys with better flow he is special and nobody can compare.
