I have made beats for my buddies when they think they can rap using GarageBand. It's OSX-only, but you can find Windows versions that are just as good. Have you looked into Fruity Loops, or something like that? I think that's one program people use.

There's always SoundClick - Free MP3 music download and much, much more. You'll have to wade through tons of bullshit (especially aggrivating when you're in the "old school" section and the shit barely even sounds like Hip-Hop) but there's some good stuff on there.

On that note, why are people still using P2P sharing? I can overlook Torrents, but P2P? Like, REALLY?

P2P is only as fast as the person you are downloading from, which is typically SLOW AS FUCK unless they have something like a fibre optic connection with a 2MBit upload speed.

The whole fucking beat is a 2-bar loop. The same 2-bar loop. Over and over and over. Just pick any 2 bars, copy them, cut the 2-bar section that skips, and paste it back in. It'll take you less than 10 seconds.

The program i was using was a long time ago, bc I wrote the rap for it long ago, so i don't even remember what the program was called.

But I do want to get wavelab, protools or something somehow for free soon. I just got to ask the person that owns this cpu first.
