Technology Windows Task Manager Question

My PC has 2 accounts. Both are password protected, and both are administrators. one Account is called "Owner" (this is the account that was created when I first installed Windows XP), and another account which is mine, and called "Alex" (I created it later on, for my own personal use).

Now, this is what I see when i check my Windows Task Manager:

As you can see, I can only see my own programs.


And this is what the user of the account "Owner" can see:

He on the other hand, can see both his programs & mine as well.

Now I don't have a problem with him being able to see what programs im running, I don't care about that. The problem is that he can actually close them using the Task Manager (AND HE DOES! :fury: ). Now for some reason I can't see the programs "Owner" is running, yet he can see mine. What I was wondering is, is there any way to make sure he can only see his own programs? Im pretty sure this wasn't the case before, because I never noticed it in the past.
I tried to play with my accont settings, but couldn't find a thing.

Any help is greatly appreciated.
