Dre was obviously fronting. If Dre had taken the reins of the All Eyez on Me project at that stage in his career and stayed with Death Row at least until its completion, the album wouldn't have been out until summer 1996 at the earliest unless most of the beats would've been already made ones that weren't used on a retail release. If Dre had more involvement, there could've been even more gems on there. No he didn't, he just mumbled "Dre." Why would he say J (as in Johnny "J" I'm assuming)? The beat was by Dre. The original lyrics said "Dre." In the music video, Pac pointed at Dre. The reason why his name was mumbled was because of the Dre's questionable status as a Death Row artist at that moment.
