I hope you would turn off your phone when you're in a class room. You can see the professor pause as the phone rings. He is clearly annoyed at that point, and to make things worse, the dude starts talking. Put yourself in the shoes of that professor. Not only is the guy wasting the professor's time, he is being a nuisance to people around him and some of them might be trying to listen to the professor. The professor might have overracted but the true ass in the whole picture is the guy with the phone. This situation is no different than the situations you and I have faced in the past. A phone ringing in a threater is bad enough but some people choose to answer the call. I've worked in retail and people do talk on their phones at the checkout and people do talk on the phone while trying to order food. etc. Mobile phone uses have gotten out of control. Why do people feel the need to talk to somebody that bad? Back in the days when we didn't have the technology, we were able to wait, so why not now?
