Why didn't Pac ever use the radio or mixtapes to promote his music?

Unlike Biggie for example, you never heard Pac spit writtens on the radio, or do any mixtape tracks. even though every other emcee in the game in the early 90's would do that (i.e. bad boy and funk flex) pac swayed away from that scene.

pac went on the wake up show in 96 and had a longass interviwe, and did no rapping.

pac ran with cats on the east coast before he went to death row and Ron G is the only mixtape guy i can think of him working with.

Pac used compilations and soundtracks to promote his shit, but why not mixtapes or radio?

he didnt need the publicity, with all the lawsuits, run ins with the law and an album out every year... why waste his time with mixtapes... publicity whether good or bad, and controversy kept him relevant, also the movies
