I'm from Augusta, home of the Pastor... and yes... I agree with this. He has a lot of emotion in his music... he can make touching songs... he really can, but he's from the South, and makes music for southern listeners... so he's almost always on a crunk vibe. He even made a song called "Dear Pac" that sampled "Death Around The Corner". Troy's a Pac fan. You can definitely hear the Pac influence in his music if you listen hard enough.

I think another good Outlaw would be Crooked I. I think Pac and Crooked could certainly vibe off of each other.
