there was a rumour that one of the verses was about snoop cuz it relates to him and in live performance he mentioned snoop's name before that verse. but still i don't think it's dedicated or written about somebody particular like in most of pac songs

Yep, that's how I see it. As with a lot of his songs Tupac would rap about a subject using nameless characters while mentioning his own personal feelings on the matter
