This has nothing to do with parent/child relationship or someone calling another person a kid. Just when you meet people, how you perceive them in your eyes

I think age as the factor to base it on is difficult , simply because age is not always obvious and individuals in one age group can vary greatly. I'd judge it mostly on maturity, which can be independent of responsibility, although the latter is probably indicative of the former.
