ill quote from aman's forum, where u asked as well, paraglox responded with this:

2pac gave a soldier that name. he named all the outlawz after different adversaries of America, hussien fatal. edi amian, kastro, mussillini.....makaveli. and napoleon (mutah) most resembles napoleon cuz they are both short. plus (pac was smart) by giving the lawz these names he knew that they would study and read about the people they are named after, and that was another way that pac encouraged people to be educated.
