Technology virus i think

hey whats up guys. my computer is messed up for some reason. every time i try to open a program i get that microsoft message that the program has devolped a problem and has to close- this is regardless of which program i try to open. i have norton antivirus on there and scaned the entire computer and still i have the same problem. i have deleted any spyware on the computer. i think maybe i have a virus that is hidden or a trojan??? what do you think? Incidently all folders open but programs are not exucutable. btw i do not use p2p or mirc can't think of what has happened. Please help
