I dont think he apologized. When 2pac got shot in Vegas, there was this interview Fatal did with some ppl. He said that this whole thing wouldnt of happened if 2pac never kicked him out.

I remember Fatal saying that if he was in Vegas that night, things would've went differently - he was talkin about the fight with Orlando Anderson. He was sayin that was something that Tha Outlawz shouldve taken care off, not Pac. But 'Lawz were no where to be found at the time.

Correct. Fatal said that Pac should never even have been "rollin' in the dirt" with Orlando Anderson, and that someone else (one of the Outlawz perhaps) should've been the one to step up to him. In addition, I remember in an older interview Fatal was saying that had he been there, he would've at least chased down the white Cadillac that blasted at Suge and Pac instead.

Fatal was in Jersey when Pac got shot, but it was after the whole car thing. He was in Jersey cuz he had a gun-case!

Some of the Outlawz was in the car behind Pac and Suge's. And Kadafi wasn't gonna say who shot Pac, that's an excuse the police used to take the heat of them. Think about it Kadafi was killed 2 months after Pac.
