Yes, the family in question had a tin can with a really really really long piece of string attached to it that stretched out of the forest and to the next town. At the end of the string was another can placed infront of the megaphone. Thus, the whole town heard their screams of pain.

But they weren’t upset by it, nor were they surprised. You see, the family was really a family of mutant beavers hell bent on destroying the towns rubber eraser supply. The towns folk constructed a plan where they stashed a bunch of rubbers in that house as a trap, and than the Tooth Fairy pushed a tree over onto it.

Therefore as you see they did hear it, and they rejoiced at the sound. And that is why Santa Clause wears a red suit instead of yellow speedo.
