it means you don't rap for free. you don't give away something that you can charge for. if i got game in whatever context, let's say basketball, it means i'm good at basketball. pac had game as far as the rapping goes. so yeah, you don't give your shit out for free when you can charge for it. you don't tell your game, you sell it.

there is a saying that is common among all sales people in almost any business; 'selling isn't telling'- if you know what that means, then you know what i think pac is saying.

to go on further from what preach said,

the game (not specifically pacs game) but the game its self, the streets, the hustlers, the pimps the gangsters, etc, is to be sold to (mainly) white people. the record companies are in a higher class than the above mentioned. surburbians middle america etc. These storys and feelings are to be sold to you, cuz u dont get this shit for free.
