the criminal charges are for prostitution. the 18 year old paid the girl money to perform oral sex on the other guy.

I don't know about the US but in the UK prostitution isn't defined as receiving money for sex, it's defined as actually offering sex for money, so she'd have to have said somethin like, "i'll give him head for $$$" for it to be prostitution, a bet or dare wouldn't count.
