i didn't think anyone doubted that orlando pulled the trigger...the theories all revolve around why he did and if anyone was behind it

What people fail to understand is the depth of this situation. Even if Orlando did shoot and murder Tupac, that does not rule other parties out of responsibility. If the government did kill Pac, did you expect the head of the CIA to pull the trigger? Or maybe you think President Clinton came down and pulled the drive by? No. If the government killed Pac they would have set up a fall guy to take the rap, or even hire someone to do it. So, if Orlando killed Pac, which I believe he did, that still does not explain why he did it, and it does not excuse the government from being involved.
