When i bought my VIP - it cost me $150!!!! Cos paypal took ages to take it out of my bank account that by the time they took it i had no money left and my back charged me about $130!!!

Google Money Saving Expert... Get all your charges back... The banks charge too much and now have to return it. Friends of mine are getting 5K cheques...

You don't get charged when a credit or debit cards transaction is declined, unless you did the REALLY stupid thing and set up a Direct Debit with PayPal, then really, thats your fault, Direct debits go out on a set date, it's your responsibility to make sure you have money in your account on that date to cover what ever they need to withdraw.

Credit and debit cards don't work like that, you should only be charged when direct debits or cheques are declined. Also, there is no way you should have been charged £70, £35 is the most they are able to charge, even though they are not even allowed to charge that.

a) You either got a real fucked up bank that no one has heard off.
b) You had 2 cheques or DD's declined for something else.

Also, PayPal take card transactions instantly, all card transaction are instant. If they weren't, you could go shopping in ASDA with no money on your card and when they took a payment at a later date, they would have been fucked out of there money.
