Firing those shots probably took about 5 seconds. By the time anyone even realized what the hell was going on, the caddy was taking off. You can't compare that to intentionally having 12 shots fired at your car when you're in the driver's seat and you're twice the size of your passenger.

It's not like they had trouble disposing of the evidence, and everything happened in the blink of an eye so it would have been hard to identify Orlando. In the Compton police report, it's pointed out that Orlando was already suspected in another murder but there wasn't enough evidence to indict him. I don't think it's farfetched for Orlando to figure the same thing would happen in this case, and it's exactly what happened.
The Compton police report is all the proof I'll ever need. The Death Row entourage was sure it was the Crips, there was a gang war the following week, Orlando was bragging about whacking Makaveli, the police informants told the cops about the disposal of the caddy, Anderson had killed someone before etc.
