At least in the Netherlands, and I think a fair few other European countries, it's mandatory to be able to show registration papers when asked for them.

And somehow I think the UK would be quite the same.

it seems strange to me the cops asked you for registration, do you keep registration documents in your car?

here in the uk if my car got stolen with the registration document in the car they could re register it in their name, which doesn't make sense as the dvla would be able to track it
