Technology Problem with IRC...HELP

i used to use irc on my old computer,i seem to be having problems with it now.i can't recievbe fiules because it says its got something to do with my setting.

ive done ''auto get file'' and ''resume'' if file exists.

i have also chose the ''disable'' option on ''ignore'',but i still cant get it to work.

i'd appreciate if someone could tell me how to sort this out.
