Desktop
Customize Desktop
Web
One of the items should be checked, uncheck it and delete it.

That worked for me when I had a similar thing.

No, that's not Aston.

It's something like ObjectDock, but docked at the top of the screen, instead of the bottom.

Yeah, that's the one. I had both a while ago and I guess they kinda merged into one thing in my head. I just reinstalled ObjectDock and remembered why I didn't like it.
