the guy that said it was a birth defect was right... whippets have a gene that rarely mutates which turns it from a really skinny and nimble dog, to being a bit more muscular... if it mutates even more, the chances of which are slim, then it turns into that.... there were no 'roids involved, just a genetic mutation....
