I think Pac was doing exactly the same thing. I KNOW about that Never Ignorant... but if you think about it, you will see that in everyday life Pac used it exactly in the same way as everybody else. If somebody didn't know what that meant for him, he still could understand him because he was talking same language everybody else were talking. That's how I see it

It's OK for a black person to call a non-black person a nigga. It's wrong for a white person to call anone nigga.

Obviously a lot of things are said with your close friends which they are comfortable with. As they know you are just playing and aren't a racist. But for white people to call each other nigga is dumb. You are not understanding the history behind the word. It's cool to play a gangsta, hip-hop has glamorised it. The reality is a whole lot different.
However like Rukas said. If the word nigga or nigger, as it all sounds the same anyway, was freely used by all. Then all the power would be taken out of the word and the racists wouldn't be able to use it to offend no more.
