That's not entirely accurate, you're blowing some things out of proportion. It was five to seven cars, not forty. E-40 wasn't there, they handed Biggie a cell phone and E-40 was on the other end. Biggie didn't retract his comments, he just elaborated and said that they referred to his music and not him as a person.

Oh, my bad. I read that Biggie biography like 3 years ago so my memory of the book's details are rather fuzzy. That incident sticks out in my head, though, because when I read it I found the image it created so funny. The thought of Biggie's limo just casually driving around, suddenly surrounded by a bunch of cars (as you've cleared up, 5-7, I guess the 40 in E40's name made me think 40), and then Biggie getting browbeaten into cowering - pretty hilarious (and I'm not one of those "I HATE BIGGIE CUZ PAC HATED BIGGIE!" rap fans, I think the story would be hilarious if any rapper was in Biggie's shoes).
