This is the fault of the white community. You don't address a problem with another problem. If the white community wished to rid their communities of black gangs then they should of addressed the issues involved. Gangs are a product of impoverishment and etc.. It is because of the separatist attitude that we may not see any improvement towards either sides of the situation.
