Although the site is indeed poopies, it's probably wrong on the levee thing as well. The levees were never high enough. My father was amazed at the little levees when he saw images of it. New O. was indeed in a big bowl between a river and a lake. The levees should've been much higher to start with. They were low, thin and weak.

People would be amazed at the monster dikes we get here in Holland. The dikes shutting Holland off from the sea are easily 10 meters plus (more than 30 feet). The "Delta works" standard hight for important dikes is 12 meters. Half of Holland sits below sea level. As a nation of "water fighters" for the last 2 millenia, we Dutch were truly amazed at the poor dike and levee system in NO.
