Technology how to make a clip from a video file?

well i'd like to be able to put up a small 3 minute scene of a movie i posted somewhere but i have no idea how to do so. i use Nero vision but their trimming feature doesn't seem to do what i want it to. what's the best way to do this?

edit: the title of the thread should be how to make, not take lol.

i cant really recommend anything. i used to use windows movie maker but for some reason its fucked and I cant edit or make any new clip, just freezes up when i adjust anything in the timeline or when i go to export to wmv. I tried loads of other shit, they either sucked or seriously water marked the videos, one even had a big blue and read message across the middle of the video "Unregister Version", couldnt warez it either
