rep system is not active in those forums because otherwise people would gain rep for encouraging leechers instead of promoting community

A lot of people here exchange reps for no reason.

Because anyone can upload a song. It doesn't take much effort. Yet someone else may go out of their way a lot further than that, yet doesn't receive rep. caring about Rep is for people who have no life offline as far as I'm concerned. Sharing songs is a lazy way of getting it.
