No, he didn't. He only blurred the image using PS. He did everything in MS Pain except for the blurring.

It is possible to do this if you dedicate yourself to it. Its unbelievable, nevertheless. To realize how greate this work is, go to MSPaint to see what you can do.

Its a shame that Picasso and others make millions and millions for talent that is not inherent to them. This guy pretty much proved that he's the only one on Earth or one of the extremely few to be able to do this. He really should get the millions.
