I meant that I think she was actually giving advice. She (wrongly) assumed that you were dropping out so she suggested that if you're dropping out you should do it npw and not later. Because if you'd do it right away it wouldn't affect your record as opposed to doing it later which would affect it. Seems like she's referring to the institution's rules, not her own.
If you decide to stay in the class she simply wants to have a conversation about your behavior.

It really depends. The average person in England doesn't speak proper English, they'll have a regional dialect.
Proper English tends to be spoken only by people who have studied the phonetics of the language ie. teachers, public speakers.
