No, it's not. It's a database of CD information, like CDDB. You use it to update your mp3s with the artist name, track title, album title, year etc.

it's a tracklist database similar to the one that winamp connects to in order to get track titles when you insert a cd and play it. eac, which is a program that lets you rip cds to wav or mp3 files, use freedb.org.
