Sounds like some shit some of the crooked ass police round here would do.
I have a friend that's a cop, one of the good cops though, him and another guy on his shift had pulled over this dude they knew didn't have a license and had warrants on him. So dude asks if his brother can come and get the car so it didn't get impounded. Well they knew the brother also didn't have a license and had warrants so they said sure, call him and tell him to come get the car. Dumbass calls his brother, the brother comes like a fool knowing he ain't got a license and shit and they both go to jail. Talk about America's dumbest criminals
