Dubai looks better, is cleaner, wider streets, etc, but it's no where near Beirut if you were young and wanted to have fun.There's everything in Beirut, man, and there are skiing resorts and some of the most beautiful views I've ever seen 20 minutes away.
Beirut is "the Paris of the Arab World", Dubai is just a modern Gulf city.
There are some downsides though, Beirut is extremely overpopulated and humid.Other than that, it's one of my fav places in the world.

No, I'm Palestinian (but I live in Jordan), but we Jordanian citizens spend our holidays in Lebanon, Damascus and Cairo mostly.I know lots of Jordanians who got houses in Beirut and go there regularly.It's beautiful man, there are some kind of stuff there that you don't see in Amman.Almost 50 years ago, Amman was nothing but hills and 7 mountains, so it's basically similar to most Gulf cities except for the people.It's more open than them, not as much as Lebanon though, so people here go to Lebanon, unpack their bags, and head straight to the Casino then to the Solidaire :D
