I have some videos that are dvd quality and some that are bad to medium quality. what program could I use to help out the quality? thanks.

If the videos are encoded at a low quality, there's not much you can do. Re-encoding at a higher quality won't help.

My video's are from www.pacside.com and they are wmv or mpeg. So there isn't anything I can do to make it better quality?

once video and audio is compressed/encoded using a lossy format. The quality is lossed forever. Avi is not neccessarily a lossy format. Avi quality depends which compresser was used to encode the video because there is not a standard avi file. They go from uncompressed to heavy compressed. but if your avi's are poor quality then there is nothing you can do to help them.

No,No,No The poor quality videos i am talking about are .mpg, mpeg, or wmv

the only thing I can think of you could do is, ichange the aspect ratio and re-encode them. I don't think this will help. Like I said before was its lossed its lossed forever. This includes mpg, wmv, and avi. There all like that.
