No one. The west "coming back" is nothing but a silly illusion used by west coast rappers to hype themselves up and for their interviewers to have something to talk about.

And even if it was something real...
a) New York rappers drop debut singles with Rick Rock and Nate Dogg
b) The most popular rapper right now came out on a Dre single, followed it up with one with Nate Dogg on the hook, followed that up with one with Snoop Dogg, and his last two singles were all produced by a Dr. Dre protege
c) The most popular hip-hop album of the year, after the one mentioned above, is by a guy from Compton
