Anyone who has a favorite something, tends to overrate it on some level, and 2pac has ALOT of devoted fans who place him on top of rap music. Since so many fans rate him as the number 1 rap musician, the rap fans who even only occasionally listen to pac are just persauded to agree that he is the greatest. This snowball effect keeps going until People who don't even listen to Rap agree that 2pac is the greatest. But if a Rapper does have so many devoted fans who regard him as the best overall rapper after years of his death, some of that hype is there for a reason.
