Actually looking at it now, I see why the PS3 GPU, the RSX has more flops than the 360 GPU R500 by ATI. The R500 is clearly a generation ahead of RSX, and doesn't work in the same fashion.
Think of it this way.
Up front, it seems the R500 is twice as efficient as the RSX.
So the RSX requires twice the amount of silicon to get the same job done. But since you have more transistors, you can hype more flops.
R500 gets a much lower flops rating, because it's much more efficient.
