^^ It's an indication to Notorious BIG fans, who are relevant in terms of hip-hop and Outlaw fans, that Biggie is on the track even if just for a sample. The majority of Tupac fans on the other hand dont give a shit if Richard Pryor is on Heartz Of Men, although if that song was leaked on the internet today it would say feat. richard pryor as well, just like all the songs feat. Chris Rock or whoever do.

Does or does not the song feature Notorious B.I.G? It does. So the title is valid, and an indication to all the Biggie fans out there.
