I dunno why, it was working fine the other day, and now, it doesn't work at all.

I type and press either enter or the shout button and nothing from me ever appears in the shoutbox

yeh that happens to me from time to time... it like freezes up. But that could be cuz my cable sux and disconnects me @ random.
