Technology Resizing Images?

Are there any good programs to resize images? It takes too long in ms paint

I know for the mac i used Graphic Converter. The program is great and freeware i believe. For the pc Ive only used photoshop but I know there are other programs that are cheaper in price aka free and could do the same thing.
