Yup they are totally redesigning their system and most people say that it sucks because it doesn't favor uploaders anymore. No favoring uploaders = everyone moving to megaupload and other sites.
In my opinion IF they don't fuck up the transfer cap (and by that I mean if it'll still sum up like it did) it'll be better for those who don't download that much but want a "premium light" account and pay less (1gb/day instead of 5gb/day and 3 times cheaper than the good old premium account).
There's also a RapidMedium account that seems to be the equivalent of the good old normal rapidshare account with 5gb/day transfer cap but it'll be slightly more expensive though.

However people are worried that Rapidshare fucked up epically and your transfer won't sum up like it did up to 25gb or so and that you'll lose unused transfer by the end of every day. There's no mention of it yet though.
Whether it's the end of rapidshare or just "making life easier to those who download less" - we'll see all details on 29th June.

Right now it looks like this: http://rapidshare.com/news.html
and if you ask me:
1. It's too complicated for most people who just want to download something.
2. I suspect a fail overall but with a potentially great "light" account option. It would be awesome if they left it like it was but added that RapidSmall option with 1gb/day that would sum up to say - 10 or even 5gb so you could download a 5gb file every 5 days instead of having to download 1gb of it every day which would be a fail.
