Yes, there is such a thing and it's spoken in India, which is why all the call centers are over there.

well, not quite...

indians speak british english naitively, however they are instructed and trained to speak american english when offering support for american callers. additionally, the true reason why call centers are outsourced to india and the south pacific is that the workers typically have decent technical know-how yet get paid less than half of what an american counterpart would. in the end it all boils down to money - not english per se.

with respect to proper english, of course there is such thing. american and british english deviate with their grammatical rules and spellings, but i for one think it's important that if you speak one language, you better speak it correctly. there's nothing to be proud of by not knowing the their/they're/there or too/to differences - especially when someone who learned english as a second language probably has a solid grasp on it...

Ummm...it was a joke. The joke being that obviously, they weren't chosen for their "proper" english, since no one understands a word they're saying.

And, yes, the reason they're outsourced is technical knowledge but, most importantly, it's cheaper for the companies. However, since ppl usually can't understand them and have complained, companies have started to insource them once again, e.g. Dell computers.
