I'm not defending it (since if it really is that much slower legitimately then I truly have the best Evo ever made :P ), but there are a few things to consider:

* For the TC-SST transmission, it was stated that at the time of the tests, the shifting software wasn't 100% finished.

* There is a possibility that the car isn't completely broken in yet, as the first U.S. Evos had 0-60 mph times in about 5 seconds, though later tests of the same model year had them doing it in 4.6-4.8 seconds.

* It just wouldn't make sense for a newer car with higher factory ratings for both hp and torque to be that much slower than before, even with the weight gain (which is estimated to be at around 100 pounds, compared to the rumored 200-pound increase).
 
They are probably taking the safe road and are underestimating the performance. That way, it can only get better and it's embarassing if you say your new model can do 0-60 in 4.5 and it barely cracks 5 round.

^ This is true, as the first Evos to hit the U.S. were claimed by Mitsu to do 0-60 in 5.1 seconds. But the numbers for the Evo X aren't factory claims, they're from a few publications conducting their own tests using pre-production models on Mitsubishi's testing grounds. But as I said, they are pre-production models, so things could change in the next few weeks that could have an impact... specifically the launching software for the TC-SST which wasn't completed yet.
