Why do mods ALWAYS lock an old thread that is upped?

Don't you guys want people to use the search feature so we don't get the exact same topics reappearing every 4 months and having the exact same people say "it was posted a while back, you should've searched before posting" and then they most likely lock the thread...

Just doesn't add up to me
 
Yeah, that does happen.

But most of the time a thread is closed is because the person that upped it did so just to be annoying.

but word, i do realize parts of the time its a person pissing off the community [whether they realize it or not], but sometimes people are actually contributing something, you know?
